So he doesn't want to do it because it would be incredibly painful, right?
I can see it from both sides--I can understand Jupiter's point of view because that would essentially be submitting to torture, plus he hadn't been asked beforehand in the first place. But I can also see Tom's point of view because in his mind this could potentially save many lives.
I think the problem here is that it's easy to say "oh yeah, I would submit to pain if it would save people!" in a purely hypothetical situation, but in a very real "we can take you in right now and rip you apart and put you back together" situation, it would be very, very hard to actually say you'd go through with it.

I'm kinda worried about Jupiter... He finally gave his old parts to Otto, so I can only think that maybe he knows he is leaving or dying somehow? Or maybe he knew Otto would make someone like Blue and that would be necessary?
I love this comic, seriously. It goes from adorable to intriguing all the time!

I figured there are two reasons. A) It'll kill or hurt him and B) Humans need to work it out themselves (prime directive-type logic). As far as I know, Jupiter has never just given knowledge or technology to humans; he's just been a source of inspiration.

It's hard to consent to torture when successful duplication of his shield tech isn't even a certainty!
