This is Clip Studio Paint - I highly reccomend it for both illustration and comics. Stabilization tool is superb for drawing. Currently costs $50 but if you wait a bit (you can do a free trial in the meantime) they often discount it below $30! I am using additional brush pack but you can stick to the default brushes and download many additional onces for free directly in the CSP.
If you want to try digital watercolours that act almost exactly like "real" ones, you can check Corel Painter (the full version). It's worth downloading free trial just to play with different watercolor papers and brushes, it's mind blowing! Sadly this one is waaaay to pricey so for now I stick to the CSP

Interesting. personally i use Krita which is basically photoshop only its free. its a lot of fun to use and has some awesome brushes and settings and even comic templates.
