Sigrid the Ulfen witch, disguised as a local peddler, leads her rowboat on the channels of Kasai, Minkai's imperial capiltal under the watchful eye of the Typhoon Guards, Onis devoted to the Jade Regent. Few people walk the streets because of the bloody repression to whoever seems suspect. Sigrid has first to locate her contact in the opressed city.
