The descriptions said that villages had funerals after the war had
ended. But realistically some people like Shika, ANBU and Jounin would
still be in service to protect the village. While Naruto
and the rest would be at the funerals.

Figures there was a big war, many people died.
Madara ditched town...and some villages had big
funerals for dead heroes while some badasses like Shika
said they wanted to be all macholike and protect the village
while people like Naruto are acting all sad and stuff.
