I think having the Sableye hanging off the fin would be very dynamic looking, and add a lot of movement (not that there isn't already lots of movement

Two things- this is the most epic WIP I've seen in my life. I'm faving it now and the finished version.
Second- I think Sableye should be in Kyogre's mouth, either hurt (because it's Kyogre and it would probably have managed to get at least one of your Pokemon, especially in the ocean) or it's trying to hold the mouth open/attack (maybe using Detect to help protect itself?) or it's using Fake Out,since it's a fast attack that will allow it to have a good hit.
Also, you could draw it absolutely nowhere and say that it's on Kyogre's back, using Faint Attack

Well my Latios is down, lying KO'd on Walrein's back...
I decided to put the Sableye on the Kyogre's flipper, trying to avoid the fireballs X3
I tried her in the Kyogre's mouth, but then it seemed very busy towards the left of the picture, so I had to move her :I

X3 Kyogre does learn Ice Beam, as well as Sheer Cold - though using that would freeze everything and it would be stuck xD;

I'm sorry, what? I CAN'T HEAR YOU OVER THE SOUND OF HOW RIGHT I AM!
So, Kyogre CAN learn Ice Beam naturally, and in a more realistic situation, it would still know it if you were to fight one in a real battle.

But, uh, she could just be falling off of the Kyogre somewhere and being like OHNOES D: or leaping from the air somewhere :I
And uh, fireballs, hmm. I know you're like an epically better artist than me, but I drew some fire the other day that I think looks purty good [link]
I pretty much just like, start with the darkest color and use a hair-thin tool to brush out and get lighter. It works good for me *shrug*
