Actually it is. Contrary to popular belief, this is in fact Chaplin. This is just a portrait of him done when he was obviously much older and had long ago retired from being The Tramp. You can tell by his eyes and nose. Billy Scudder has fairly different features: [link]

I really like the sloppyness of it! It gives it a more sketch-like feel to it, which I sometimes favor over the more finished look and in this case I think it looks great.
