I think there are myriad factors that determine how effective a hero can be. Mental state, physical condition, environment, opposing forces and so forth. Like Aquaman is going to excel against a watery threat and the Atom will have better tools for a sub-atomic threat. It's rare to have a threat where pure strength wins the day, but the heaviest hitters within just ANGELCorps are P'Sydon (revived God), Spartan (bands of Herakles gives him the strength of Hercules) and I-Force. Technically Firefox and Crossfire are next followed by Corpus and Sahara.
