Maybe Silver's sister saw the video of Rouge and has been collecting equipment from the time Sonic and his friends were still alive. She may have found Metal Sonic, thought it was good robot to tinker with and was unaware of the fact Metal was one of the Blue Blur's rivals.

Nicole must be influencing his actions somewhat...Possibly she attacked Venice as Metal Sonic out of self-preservation...Why she goes after Sonic and Shadow after who knows how long is beyond me, but hey at least I can theorize that part...and Metal only hated Sonic, everyone else is just an after thought if you take the games incarnation in consideration.
