How did they get Chip's Amulet from Unleashed...and WHY would it grant Were-form abilities?

The form was caused by Dark Gaia's energy bouncing back up from the impact of Chaos Energy. So logically, Chip, aka Light Gaia, could potentially cause a similar form if it were desired as such due to having similar abilities, only geared toward creation rather than destruction. Notice how she keeps her basic appearance, with only the necessary additions of the Hogwolf* form that she can use to protect herself, instead of flat out changing like Sonic did.
*I say Hogwolf because Werehog makes no sense.
