He seemed plenty fast in the games though.

In Sonic 2, Tails has this auto-brake thing he does when Sonic is P1, so he always stays behind Sonic. In In the special stages, that means Tails can't build enough speed to get all the way around the tunnel and he slides back down.
The callback doesn't read that well 'cause I didn't want to draw the special stage normally...
