That's awesome. Pickles (white tiel) and Romeo (conure) both let me groom them. The tiels pin feathers are easy compared to the conures. Their pin feathers are really hard.

how do you get her to 'bow' for you? I mean when she wants to be scratched. My cockatiel, Sam, only does that when he's around my parakeets. But when I try to scratch his head he picks up an attitutude with me Is there a way for him to let me scratch him?

He has to trust u, the neck is a very sensitive part of their body so if he doesn't trust u he will not let u touch him there. I've had mine for almost 8 years so she will let me do almost any thing to her. I normally show her my hand & wait for her response, if she bows then she wants to be pet, if she bites then I'll leave her alone. & remember he has to see u as a member of his flock.
