Description Angel Falls resident and superhero Overkill
It's not a BAD picture, but I didn't have time to make it great either. The costume is not 100% accurate, but provides a good enough idea of what he looks like.

What would be different about his costume? Β Would he have a belt to help carry his extra weapons?

The "biggest" issue, which is still fairly minor, is that the coloring is more random in appearance - instead of having different parts of the suit clearly intending to be red or black, it's more like "was there a problem with the manufacturing process? It looks like ink got randomly spit all over him, and one big blob on the chest looks like a big skull." Likewise, the padding/reinforced portions don't quite match what I have in my head. He's also missing his gloves and there's not supposed to be a gap between the bodysuit and his helmet/mask either.
That said, the bodysuit in that image was the inspiration for Overkill's costume, and looking at that picture basically tells you what he looks like. I probably shouldn't have even mentioned anything, because "his neck is supposed to be covered" is a trivial issue, and you will often see greater variation between published Marvel/DC characters by different artists, even when supposedly wearing the same stuff.Β 
His suit does not have a dedicated belt; it has discreet little flaps/sections in various places that can be lifted up in order to act as anchor points for his more common optional equipment, like knife sheaths, though they certainly would allow him to wear a belt - and after Wayang Wong, he may start carrying weapons on a regular basis.Β

Is the color pattern supposed to intentionally look amateur-ish? Β Like part of his plan to appear insane?

I never actually thought about it too much until now! Mind you, it doesn't look like it's badly done so much as incorporating random patterns (the patterns on the M4 bodysuit already look SEMI-random to me in places, though symmetrical). There's a bit of influence from Rorschach of Watchmen, where Overkill's suit appearance is similar to a Rorschach test in that the patterns are random and abstract enough that a person's mind will generate their own ideas on what it looks like. But I think mostly I did not want to work out the details of a symbol and wanted something that was easy to describe in a story ("mostly random black and red patterns resembling a skull" as opposed to "vertical stripes on the upper shoulders, twin dodecahedrons on the chest, an eagle in flight and also on fire displayed on his back , blue red and green here here and here, etc")
The in-universe reasoning, which I only just now fully settled upon as a result of your question, is that the earliest test prototype or mockup that got made for Overkill truly did have some type of problem, where the dyes separated or something, and so instead of having whatever pattern Nathan came up with, he ended up with this full body abstract inkblot pattern and went "You know, the discoloration on the chest looks an awful lot like a skull - I'm keeping this" and the next version was a tweaked reproduction of the pattern.Β 
I also intentionally did not try to come up with something super-awesome looking for Overkill. I LOVE the character, but I kind of expected him to get the same attention as most of my Non-Sexy Female characters get: which is to say, very little or none at all. He's a low to mid-tier character, and I wanted to save my visual-designing efforts for more epic characters should I design them, or for ones who required something flashier by their very nature, such as Flair.Β 
Overkill, like Flair however, is supposed to grow and change with the stories, and I might upgrade or tweak his visual design. I'm also thinking of a new superhero costume for Flair too - I eventually realized that given Flair the Stage Magician is supposed to be simply a performer, if Reina ever does run around publicly using magic she can't be associated with Flair while doing it.
I am toying with the idea of Flair designing a stereotypical magical girl costume for this purpose...

Overkill is a fun character to read about, but as you figured, most OC superhero shared settings seem to favor female OC's. Β  is the most gender balanced one I know of, but as I cannot draw to save my life, I am content to simply watch that group.

Angel Falls has historically had a very high ratio of heroines to heroes - I have on ocassion mused that it must be great to be an awesome, beloved hero in a city filled with so many incredibly attractive superheroines

Overkill may or may not get a lot of attention but at least you will know that the views and favs you get will be because people enjoy your stories

Yeah. I was not making a complaint so much as pointing out I made an incorrect prediction. With the singular exception of uploads that involve both females and tentacles, Overkill has generated the most attention out of all my work. I am of course incredibly pleased to see how well liked he is, but it is not something I was expecting. I am planning on doing a number of in-story tweaks or upgrades to him, but I also really want to start doing some collaborative work, which Angel Falls was founded upon. There's just a ton of things that I want to do, really.Β
