I see HK more as Neutral Evil than Chaotic.
He knows his limitations and assassinates who he can, retreating when necessary to return and fight later.
He may always be itching for a fight, but he's not willing to jump into a fight he can't win just because of a temper. He prefers to plan rather than act haphazardly and recklessly; that part is on the fault of his master who tells him to kill all the workers of a government that said master belongs to
