I'm not able to reproduce the textures and effects that are shown in the tutorial. Are the texture's part your Paetreon texture pack, or can I find them with a simple Google search? Also, is this tutorial compatible with Photoshop CC 2017?

yeah, all of textures in those tutorials are default photoshop textures.

Follow up question; Do you leave your brush settings(scattering, dual brush, transfer) for the charcoal smear brush at the default settings as well, or do you change them to some degree?

Usually if i pick a default brush then i leave all the settings as they are.
However i do change scattering settings quite often. Can't remember for sure, but i think this brush was with it's default settings.
Keep experimenting and see what works better for you.
