What is the actual name for the art of this piece? I know it is by hgjart but I don't know the name.

just a little typo on the +1 ability. is it supposed to be instant and "sorcery".

Interesting, I could see my self running her, my problem is she can just be gotten out, -3 and you have an idestrucible Overbeing of myth, to say nothing of the final ones potential in izzet burn decks or decks running sanity grinding

this card is really off balance
its should be rethinked, pay its mana cost again, and make it better, especially the second ability.

I think you ought to swap the -3 and -7 effects. Drawing two cards is enough card advantage to vastly unbalance a game, but with the ease of using that ability twice, it's almost not worth it to copy your instants/sorceries.

You obviously haven't played Most Blue or Blue Hybrid decks, but agreed about her second skill... Perhaps lower her base loyalty down to 2, first ability up to +2, change the second to -5 and "At the beginning of your draw step, you may pick Creature, Land, Artifact, Instant or Sorcery then reveal the top card. If the card is the type you picked, add it to your hand, otherwise place it on the top of your deck." It add the draw, but it make it feel like you need to set-up more for its ability, otherwise its more luck based.

The only card I can think of off the top of my head that is immediately broken by being doubled once for -7 is Traumatize.

3 turns later means 7 mana at the minimal for it. In a control deck, it isn't unreal to put it on turn 8 and keep her alive, and keep all the instants and sorcery cards you get pet {+1}.
(10 Mana * Mono Blue) - Time Stretch :: 4 Extra Turns
(7 Mana * Red/Blue) - Firemind's Foresight :: Search for 6 Cards, each of which get doubled effects too. So yeah, for 7 Mana during your opponents turn, you get two 3 costs, 2 two costs and two 1 costs. And of that, you get 4 activated 3 cost spells, 4 activated 2 cost spells, and 4 activated 1 cost spells.... In Izzet Control, you've already made them jizz their pants at getting 2 of each, doubling the amount of spells their casting at once already made them explode...
(6 Mana * Mono Blue) - Stolen Identity :: Copy 2 creatures or artifacts, and then every time they poke, you get another 2 Creatures or artifacts copied. One the turn you cast this in the right tempo deck, that is 4 creatures and/or artifacts that are copied on turn 7 if you cast it or turn 6 if you play with the keyrunes mana... seriously, 4 creatures AND/OR artifacts for 6 mana alone... Yeah...
to lazy to keep looking, but don't forget the 3 costs, 2 costs, and 1 costs cards, since you know, you get 2 of them with one card and can get four activations of them during your turn...
