Well, since I'm going to fav this one anyway, I figured I'd tell ya why, so herewego!
The good: I love the background design. While I wouldn't call it entirely innovative and fresh, it definately does an excellent job by keeping the focus on the character rather than standing out as another piece of art entirely, even though it is and a really good one at that. The coloring and pallette were exceptionally chosen and placed very well. I'm not much into the hard-edged cell shading myself but I really like the way it looks on this piece. Did you just use burn and dodge?
The Best: I love that costume! Ribbons and innocent and sexy all at the same time.
The not as good: Okay, here's where you can take this and tell me to shove it, or take it with a grain of salt or whatever. The pose below the waist looks flat like an egyptian hyroglyph. It really lets me down what with the excellently drawn hands and body line. I'm guessing from the line art that you might have had a problem with the angle because if you look at the top half of her body and then the bottom, it's like looking at two separate poses. I would suggest turning one of the feet inward and maybe including all of the character, or cropping the image differently to remove the look like her back is almost broken.
All in all, a well executed piece and a total fav!

sadly to say that I only colored it and designed the background. If you look at my comment under the image you will see that this is a three person image. A character owner, a pencil and inker, and a colorist.
I did not use any renduring or dodging, infact I didn't even cell shade it. I did EVERYTHING freehand. I had no digital help with this image other than use my WACOM pentablet, a few layers, the brush tool, and an asortment of colors.
If I were to draw the linework for this image I would have added to her lower half and pelvis area.

Most kick bum colour combination there, the pastels make a very nice compliment to the character and mood.
Plus, I like your design a lot. Very exotic... reminds me of Arabian Nights.
Nice go at blending the erotic and soft elements of the character and background together.

Wow, very nicely done! Even I - one who highly prefers darker, evil sort of artwork - have to give credit for the great coloring on here as well hehe.. The pastel sort of color scheme goes well with the feeling given off by the character. 8)

Wow, first of all let me say im totaly blown away by this! I love it!
The colours you chose are just perfect, the pastels compliment each other so well and I think the background is superb! I am rather fond of Art Nouveau 
heh I seriously think this colour will be better than my final colour XD Im glad you cell shaded it, thats something I was thinking about doing and always wondered what this image would look like done in it, fantastic!

The funny thing about this image though is that it is truthfuly not cell shaded. It looks cell shaded, but it is actually just digitaly painted to look that way. everything you see is freehand, there was no using illustrater or photoshop. yay for doing thing the hard way!!! ^^
