You can't use age as a full measure of maturity. While there are many horrid things on the internet that children shouldn't be seeing (nor adults, for that matter), saying that the internet is strictly for 13+ is pretty ignorant

We've all met at least one, but an IQ test could change all that. The only flaw would be that some would use the internet to look up answers, so there'd have to ba a time limit for each question as well.

Your stamp needs to be rephrased. Just saying "The Internet" is too broad of a spectrum. Certain websites are without a doubt for 13 and up. Some are free for the public, some are for 12 and under.
Although the number of years you've lived only has some to do with your maturity.

I agree, the internet is a resource for everybody. And how long you've been alive for has nothing to do with whether things are or aren't appropriate for you. You don't magically become mature when you hit 13.
