I think maybe you need to break down exactly what you're looking for.
Are we talking GTK, QT, or something totally new?
Have you given linux a spin yet?
If not, I'd download a few distros with different DE's and default apps to see where you want to start.
I'm not much of a programmer and anything I draw belongs to elementary, but I can offer a little direction
perhaps a scheduled chat would be a good place to start. And a wiki is nice to have.

One of the fellows on the project, Troy, works for a hosting company called BlueHost. and we use Wordpress for the actual site.

Hey, we're moving all of our stuff over to Google Code. As long as your project is going to be open-source, I think thats a great place for it. They have a built in Wiki, Subversion, bug tracking, and its super easy to add members to the team
Plus, I bet you could enter in google's summer of code!
