These tutorials of mine you can do it in SAI just fine, you don't need to switch to photoshop to use them, if there is any step you don't know how to do in SAI, just ask, I will answer asap.

What software are you using ?

There is a rounded rectangle tool, if you don't know where it is on the tool box, just press U on your keyboard, draw a rectangle, then create a new layer, draw another smaller one in the center of the previous one.
Then get the selection of the small rectangle one by hold Ctrl and click left mouse on the thumbnail of its layer.
When you have the selection, choose the big rectangle layer, then press delete.
Now you can delete the small rectangle layer.
Now you have a rounded rectangle with a hole inside, earse/delete half of it and see, you have the right shape.
