This is something Steve has been afraid of ever since Erskine offered him a gift: Sometimes, gifts are taken back.
Bruce is torn between helping the Captain and trying to find a solution for himself.
And Tony ... orders Jarvis to record every move tiny Steve makes. For security reasons, obviously. The pictures he takes with his cell phone will be just for blackmail. But he still cares a whole lot (as you can probably tell looking at Steve).

This idea is not exactly new, I have read some amazing fanfic using it, and it hasn't left me alone.
