Description Created for use as part of a work-in-progress anime/manga universe: 3D High.

Takes place in a universe where mythical creatures are real and deadly threats to life and limb, and there are multiple dimensions populated by other sentient beings aside from humanity.

Our dimension has endured the devastating consequences of being suddenly connected to other dimensions, destabilization of the fabric of reality across the world, killing billions, and rendering large swaths of land unsafe for human habitation to this day.

ABOUT

The Department of Civil Defence was established to integrate emergency services agencies from countries around the world into a unified taskforce that can deal with any non-military emergency, such as natural disaster relief, combating pandemics, and upholding law and order when a nation's institutions have collapsed due to non-political/military causes.

In the above cases, the department can be directed to intervene in a crisis by the Department of Health and Humanitarian Assistance.

It also directly oversees the activities of emergency service agencies, such as the police and fire department, in all Federation Protectorate territories. They are collectively known as the Civil Defence Forces.

The High Commissioner is in charge of the Department, appointed by the Secretary-General, and vetted by the Federation's upper legislative body, Global Parliament. The High Commissioner is a cabinet-level position, and is 9th in the line of succession for the post of Secretary-General.

The incumbent High Commissioner is Noboru Kamino, from Japan. He once served in the United Nations Defence Forces, then entered the Japanese National Police, where he eventually reached the post of Commissioner-General.

SYMBOLISM

- Dove no longer embraces. It is swooping fiercely and defiantly against threats to the Federation, while protectively holding the seal's central features.
- Written in the inner ring is the department's motto in Latin and English: "Always prepared."
- The triangle in a circle is an international symbol of civil defence, and is therefore one of the seal's central features.
- The central emblem is carried over from the state flag.
- The 28 diamonds on the left and right of the inner ring represent the first 28 civil defence agencies that came under the administration of the department upon its establishment.
