I think that especially hits home considering how he views the Mobians and humans/overlanders who are compelled by the compassion, freedom, connections and the abolishing of his tyranny to be *less than nothing*.

But if Eggman WERE more like Rick, Mobius would already be a dying planet with no one left alive to oppose him, assuming his obesity didn't speed along the risks of alcoholism.

Yeah possibly.  It is true that lust is the result of hormones and dopamine which flood the brain at puberty and after sex.  It also affects females to nurture and care for their young and males to fight. 

However, love, is a different sort of thing.  It doesn't rely on hormones, I mean just the vast range of genders and sexuality identities show that we are not limited to what is assigned at birth for love to be experienced.  Some people love and don't have sex at all because frankly love = sex.  Which is sort of what Rick is implying with that statement while dismissing all the other forms love expresses itself. It's callous at worst and totally ignorant at best. But this is Rick, the man who knows everything except for how to function in a relationship.

Assuming Eggman doesn't butcher them or make them his robo-slaves first.

And considering Eggman's no longer bothering to take prisoners (aside from Snively, but that's just to humiliate him)... the former might be more tantalizing to him...

Plus, he's vastly more intelligent than the average Star Sapphire. He'd probably run circles around them with absolute ease if he wasn't so fat.
