I feel like something is missing between her rebuking the doll and it having a tendril around her and again between Cheese biting it and her now being free likely as a result of it.

They already do; there's lots of official artwork of even non-evil Chao with shark smiles, and you even saw all three Chao types showing them off in one of the Team Sonic Racing: Overdrive shorts.

Did you look back at the other pages, or did you just read this without checking the last few?
This might well indeed be a clone of the Bio-Lizard, however, if you were to follow the story from the previous issue, you’d know that the creature they’re going off against happens to be the Tails Doll Cream was taking care of until it ‘grew’.
