But in all seriousness, she's escaped before, they'd have a better plan to contain her. The scientists and Military would probably keep her alive and keep sending canon-fodder to that level if she ever escapes. Why not use her to see how smart they are at escaping from containment rooms, and see how effective killers they are?

well bloodlust is necessary if you want to use them as super soldiers and unleash them on the galaxy to defeat your mortal enemy which is a bunch of xenophobic racists and humanists.
13 is just a little bit more special, in the fact she's one of the Naturally born ones, and has a habit of trying to escape and disobeying commands. The other naturally born ones are all equally as violent, but obey the orders and commands given.Β
Those that were artificially created and their minds specifically molded to follow orders are much easier to control

I find a level of moral confliction in creating an intelligent being and moldingΒ its very fundamental psyche solely to force it to fight for you -- regardless of whether it wants to or not -- to the point where, in terms of poison, I feel I'd side with the xenophobic supremacists and Human-purists over the scientists with little to no ethics, seeking to improve the Human form by any means and work for the Empire of cold-hearted pragmatism and win-at-all-costs.

The empire views its creations, the clones made in the millions, the genetic abominations, those that were made, as merely tools.Β
Why give a clone rights? Why use a clone for anything other than fighting and saving your actual population's lives by taking the bullet for them? Just like why use the Arelis III's as anything other than what they're best at?Β
The Terrans are near genocidal in their approach to the augmentation of humanity. Augmented people are outcasted in their society. Their government prides itself on its warlike people and its military. In the Empire all citizens are equal. Life due to the practices of these scientists has expanded hundreds of years to where some of the oldest people are in their 200's and still in their prime.
Why would you not side with the Empire? It's a safer, equal, and better.
