The Secessionist crisis in the UCR saw varied forms of warfare across the territories. But the commonality between all of them was the reign of terror that followed. The government had an ROE. The insurrectionists did not. Sections of the insurrectionists were even former soldiers, with intricate detailed knowledge of military bases. When the UCR military finally started actually fighting back, the insurrectionists just started going after civilian loyalists and family members of the government
