The tutorial is base on my process when making an anime-style artwork.
This tutorial can serve as your stepping stone toward your goal.
p.s.
Actually this was suppose to be done earlier but, the first one which was
80% done got corrupted due to black out . No back up at all.
Lost all the file, I was really depress, but i decided not to give up and
went for another go, I tried to make it much more better than before
(and it did) and really took my time to explain and demonstrate each part
and what i think of what is essential especially for beginners.
Anyway, my advice is learn by trying! There are samples in this tutorial
that you can follow and you will understand how this certain tool works
by trying.

like you completely skipped how you separated the the scanned in sketch from the white background and set it on a transparent layer

I didn't make this tutorial, but I felt I could answer your comment, so I hope you don't mind (:
I think you've misunderstood part of the tutorial.
Yes, you can do the lineart process by scanning an image and then making that image transparent and colouring it. But this tutorial does lineart a different way. In this tutorial you're scanning your image and then creating a new transparent layer over the top of the scanned image layer and drawing the clean lineart on that clean layer. After you're done, you just delete the scanned image layer and you have clean lines on a transparent layer to colour.

Yes i beive your right, however if your not scaning the sketch in or drawing it directly 2ith astylus, how else does the source image come about to do the line art of?

I'm a little confused by what you're asking, but I think I understand. If not, I'm really sorry.
In this case they've drawn a rough sketch on one layer. Then, they've used the pen tool on a new layer to draw the clean lineart.
They do explain this in the tutorial, but perhaps because it also talks of scanning an image you got confused?

By the way, you said that the line-art layer has to be selected first, before you can use the magic wand tool properly, but that's not necessarily the case - if you check the Sample All Layers option, it doesn't matter what layer you're on.

Is it unwise to draw the line art free hand?
I don't have much experience and want to know the fastest way for animating. I'm thinking this tutorial is the right method.

I cannot guarantee that this is the exact way
but in terms of animation, this might be the way
of making lineart. (Since doing it in freehand
will make your stroke different for each frame
unless you can draw them well enough)
