HERE'S THE LA TUTORIAL THAT I STARTED LIKE 410, 934, 732, 809 YEARS AGO. But it's finished now.
Once you have both frames, save them IN SEPARATE FILES. Then use Photoshop or whatever to make the background transparent, and upload the first frame to Ezimba.com and then go down to 'frame animation', upload the second frame, and down the bottom, select '1/10', and for the loop count, select 'infinite'.

You can probably make it move with any site that supports frame-by-frame animation. Or any program. <: I haven't used MediBang myself.

I'm trying to keep the colors accurate to the character, though. Any darker and he wouldn't be very recognizable.

I understand what you mean, but because you're working with a sprite, you need to do it in a particular way. x) Although ugh, working with a freaking...tiny as little picture is really hard, so I don't blame you. xD Getting the right shades can be difficult. No worries.

Well, at least most of the characters I want to use don't have eye-strainingly bright colors.

Woah, that's really big. XD You could try going around the outlines with a darker yellow so it shows up better, and remember to shade it. :]

Yes, I meant do it darker, because light outlines don't stand out and it can be hard to see the sprite.

There should be other ways to do it...like certain sites. I think iaza, the link I gave in the artist's comments, does transparency. Google it. xD

LAWL YES. Wow really? I thought Paint couldn't do that. xD Haha, yep, it makes things white. I used to use a random program called...uhh...well if I can remember... Irfanview? Random. XD You had to mess 'round with palettes though, which was annoying.
