I managed to do it somehow on SAI, can't remember how since it was ages ago xD but it took forever

sadly, it doesn't... but I got it to work for me on photoshop. Maybe you can download it for free somewhere? I think they were letting people download it for free for a while.

xD ofcourse not. I do mine slightly diffrent than this now, so people can do whats in the jounral as much as they like.

Well, there is a pixelize tool in GIMP, it's under the 'Filters', then 'blur'
And it works the same way as this, so yeah c:
