I find that your map is one of the most accurate I've seen, and you've done a good job! but I'd like to point out something that I've never seen anyone think of.
In the first book, they say that the oceans rose as part of the disasters that formed Panem. If this is the case, most of the Southern part of the Midwest (Louisiana, Alabama, some of Arkansas, and maybe even as far North as the lower part of Missouri) would be underwater as the rising water levels would push back and overflow the Mississippi River.

Your map is one of the better-thought-out maps that I have seen. However, yours, like most maps, puts District 13 on the Eastern seaboard, which is unlikely for the following reason:
District 13 was specifically described as having nuclear missiles. Since 1998, the only active ICBM bases in North America are: Minot, ND; F.E. Warren, WY; and Malmstrom, MT. Given that Minot, ND is the Easternmost of these and that Capitol was described as having control over missiles somewhere to the West of District 13, the likeliest location for District 13 is Minot and the location of the Capitol-controlled nukes is F E Warren, WY.

Of course you did it right that this would be more the case in fact, they describe that there would be the nuclear stockpile. If you've read the book, but you would also know that children who are running to District 12, only 2 weeks have walked. So I'm assuming that it is about 200 kilometers from the border. Hence I would use it for (in the book of the case) hold true, put District 13 on there.

I like how the districts aren't right up against each other. When I was reading the books I pictured them with lots of space between each one because of the long train rides Peeta and Katniss took.
And I'm not underwater in this one!!

This map has a flaws;
In the book Catching Fire, it states that District 11 is south of District 12, not west.
Just thought I should point that out.

Well if this is true, Suzanne Collins, I praise you. I live in Indiana and the thought of District 3 being there is apprehensive because we have Raytheon - a factory that makes BOMBS and other EXPLOSIVES.

I think eveything is really good but 10, I always thought, would be closer to Montana and Wyoming since half of their states are devoted to livestock and ranches.

I see where you're coming on that, but one has to remember that district eleven is know for agriculture, so it makes sense for it to be in the grain-belt of the United States, where a majority of the income at present comes from grains and seeds.

True, but the Ozarks (the south-eastern section of district eleven here) is full of orchards that produce quite well.

I lean toward 11 being further south too, just because the book seemed to indicate that being raised in district 11 was a lot like being a southern slave and both Rue and Thresh are supposed to be black. Something that would be more likely the further south they lived.

wow this is exactly how i pictured it! i made one similar. except for ten i put it in the texas area, where herding and ranching is the most popular. where it is now on your map is still accurate as far as dairy farming goes, though.
