It's not. Vader's shoulders are broad enough to go clearly behind Tarkin. It's simply an order of power (Tarkin, Vader, then Palpantine).
One could interpret this as some kind of artistic Freudian slip suggesting that I want them to be homosexual together, and that I am therefore homosexual, but I try not to take advice from coke heads.
