Is there a specific place to get cloud maps like those. Particularly that one it's really nice. Also what exactly is the importance to the rule of thirds?

In terms of the cloud maps you could try out Google they should have some nice ones.

The rule of thirds is a compositional rule of thumb in almost all visual arts. It is strongly believed that placing key elements along the dividing lines creates more tension, energy and interest in the composition than just centering the subject would.
But like all rules of thumb there can be a few exceptions.
Try it out get some pictures and divide them into thirds and you'll be surprised how many of them place their key elements along the line, where they intersect or even in that general area. Some people even do it with out thinking about it cause subconsciously your brain and eyes think it look right.
Even in your piece you've sorta got the rule of thirds going.
Sorry about the long comment but it's not an easy rule to explain.

That sounds entirely useful. Now I have to figure out how to put up dividing lines in GIMP.
