The gotei 13 is suppposed to be the best of fighters of Soul Society, it's just natural that they'd want to recruit those who were skilled fighters and/or swordsman in their liftimes.

In this setting, Kenshin was kinda drafted (it *is* an army after all) because of his exceptional skills. The one who noticed him was that fat turd in the 12th division, he even collected all the footage of Kenshin's exploits on DVDs :lol

I assume Kenshin would want peace and quiet in the afterlife, that's why he's not serious in his rank assesment tests. That pisses Ikkaku off, because he wants to prove he's stronger.

Uh...I drew it with a pencil, inked it, and then used paint.net to...um...paint it.
