HUGE. HUGE. HUGE. HUUUUGEEE!but finally done. I was in the mood to do this Tutorial and it took only 3-4 hours.. soo there can be many, many mistakes with my language. Sorry for them. DX

Yes, you erase the wide eyes and draw the shut eyes in where the old ones were

you can't animate with paint.
but there are a lot of free programs online, like gif-animator.

You can animate with paint and Adobe image ready, it's what I sometimes do.

Like I said, you can use MS Paint as well. It's the same.
