Tyroc possesses sonic powers that enable him to do a great many things through sound manipulation. He is a member of the Legion of Super-Heroes.

Ok, let's get this part out of the way- I am fully aware that Mike Grell (and Cary Bates) created Tyroc under protest because of the way editorial wanted to introduce black characters to the 30th Century of the Legion (The most screwed up and segregationist way possible). I am also aware he gave him the disco-pimp Elvis costume as a further backhanded f-u to the editors. However, I must say that I really like this costume BECAUSE it's kinda goofy looking. There's just something about it that appeals to me. Every other costume follow-on artists have tried are staggeringly boring looks.

Pretty sure this is another Green Lantern base body with a Marvel Legends Power Man head. The pixie boots are pure Robin. The chains on his chest come from Mr Miracle/Dr Impossible capes.
