The girl in the image is Tanya Tootsie, one of the three playable characters from the arcade game called Splat！, a game that involves her and the other two playable characters, Mark the Slob, and Harry the hood, wandering around a playfield while foods cascade down from the top. The player grabs a pie (for example) and chucks it at enemies or the other player.
In this image, I've switched her "cocktail dress" out for this leotard and in an anime-style like my Smash TV fanarts, I've also made use of the drippy tool for this image.
