SYNOPSISDeep down in their hearts, every superhero who has a partner wants nothing more then to, one day, step down and leave their own legacy to their sidekick, allowing him (or her) to step out on their own and become their own hero.
Wally West was the first to do so.
The former Kid Flash has already had an amazing life: friends, family, a life as a hero, a wife, kids, an evil doppleganger, and even a visit to the future.
Not bad for the fastest man alive...
ORIGINS
Before he even knew that 'Uncle Barry' was the Flash, Wally West (nephew to Barry Allen via his wife, Isis Allen) was obsessed with the Flash. His favorite superhero, Wally even went so far to be the creator, president, and only member of his neighborhood's 'Flash Official Fan Club'. Ironically enough, Wally at the time didn't even give his Uncle Barry a second thought. To him, Barry was just his loving Aunt's husband. No more. No less. However, that all changed when Iris arranged a meeting between Wally and his hero.
Wally was star-struck when Wally met The Flash in the after-hour offices of Keystone City Science Labs. Using a quick change, Barry turned into the Flash without Wally even noticing. But fate had a different concept in mind.
A lightning bolt struck the same exact shelf of chemicals that had once splashed over Barry himself at that exact moment, leading to Wally West suddenly possessing the same exact powers as the Flash. Wally was shocked when Barry revealed himself to be the Flash, offering Wally assistance in training to use his powers and become his partner in justice. Wally happily agreed, and the Kid Flash was born.
For years, Wally stood side by side with the Flash, fighting all the forces of evil as they came their way. Yet, as the years went on, Wally did what we all do in our lives, despite our best efforts. He got older. And while the Kid Flash founds friends in te 'Junior Justice League', Wally eventually found something else on the heels of his 20th birthday. Love.
Her name was Linda Park, a young Keystone City news reporter and at the time, she was simply nothing more then a damsel in distress, rescued by the Kid Flash, but it would become the first of many times Wally and Linda crossed paths. But Wally wouldn't find himself as the only Flash to have his love life impact his superhero life. Barry's wife, Iris, begged Barry to finally step down as the Flash and be the family man she needed. With a heavy heart, Barry agreed and retired as the Fastest Man Alive, passing the title of the Flash on the Wally, making him the official Flash.
Shotly into his time as the Flash, Wally unmasked to Linda and revealed his secret before the two married. Wally and Linda West settled down, but the Flash was as fast as ever. In fact, Wally found him coming face to face with an unlikely visitor from the future. Bart Allen, Wally's cousin from the future, arrives with a hyperactive attitude and a rush for life to match. However, Bart reveals to Wally that he wants one thing and one thing only: the title of the Flash. In a race around the world, Wally barely wins and retains his identity. Impressed by Wally, Bart chooses to take on Wally's original title as the Kid Flash, but also tells Wally that one day, he intends on being the Flash himself, one way or another.
Like the heroes that came before him, Wally finds himself assisting in the war of the Crisis, though few heroes' lives are as impacted as Wally's.
His name is Zoom, a professor from the same future as Bart, the 31st century, who has become obsessed with the legacy of the Flash. So much so that he purposely re-created the accident that original gave Barry Allen superpowers on himself, giving him the speed he searched for, but in the process, also found his mind warped. He became something of a 'reverse Flash', representing everything that the Flash's stood for, such as crime and anarchy. Darkseid takes advantage of Zoom's sudden arrival and drafts him to his 'Legion of Doom', an army of Earth-bound super villains that were designed to stand as a destraction for the heroes as Darkseid himself continued to carry out his plans to make Earth the new Apokolips.
Flash (and an army of heroes, including Barry Allen himself) took on the army of villains, but an un-expected event occured during the battle between Flash and Zoom. When Zoom attempted to retreat, his time vortex (that he dubbed 'The Cosmic Tredmill') became unstable, forcing reality itself to become unhinged. Wally was willing to sacrifice himself by going through the vortex and tapping into the 'Speed Force' himself, but he was stopped by his wife Linda...who told Wally that she was going with him.
Wally and Linda lept into the vortex as it finally closed, Barry Allen only able to look on in shock. Wally West, the Flash, was gone, and presumed dead.
The Crisis continued on and, in time, thanks to the sacrifice of another Flash, Jay Garrick, to shut down Darkseid's machinery (a story for another time). However, as the Crisis came to a close, a gift was given to the heroes of the universe.
With a single lightning bolt, the Speed Force opened again for a single moment as four individuals came tumbling out. Wally and Linda West had returned...and they weren't alone. Wally and Linda ended up being sent to the 31st Century where Wally teamed up with the futuristic super-hero team, the Legion of Super-Heroes (another story for another time...again) and brought Zoom to justice. However, at the time, Wally could not find a way to return to the present, so Wally and Linda made lives for themselves in the furistic Keystone City. Eventually, the two gave birth to twins, a boy they named Barry, and a girl named Iris. 8 years passed when the Legion finally revealed to Wally that there was a way to bring them all back to the 21st Century, when Legion member Brainiac 5.0 revealed his newest invention: time control rings. With the rings, Wally was able to access the Speed Force and return home, somewhat surprised to discover that only mere days have passed for his friends since he disappeared.
Nevertheless, now back home with a supporting family by his side (Iris even developing her inherited super speed aleady), Wally is ready to re-don his identity as the Flash, and once again stand as the 21st Century's Fastest Man Alive.
STATUS QUO:
Due to his time in the future, Wally is now older then his friends from the Junior Justice League, and now, ionically enough, is just a year younger then his Uncle Barry. To account for his timejump, Bruce Wayne was able to forge Wally's personal information and age him four years older to avoid any suspicion. The same was also done for Linda West, as well as forging backgrounds for their kids, Barry and Iris.
The Flash is also a member of the Justice League of America, his first time joining the team since Barry Allen, a JLA founding member, gave him the title. He is also a rookie member of the League, along with Super-Man, Batman, Wonder Woman, and Cyborg.
Wally and Linda still live in Keystone City where Linda continues her job as a reporter (laughingly playing off the 'Don't look a day over 30' concept). Due to his hyperactive persona, Wally is unable to keep a steady job and is currently unemployed, taking up the duties of a stay at home dad while training his daughter, Iris, to use her powers, as well as keeping a close eye on Barry, waiting for the day where his powers manifest.

"Wally West IS the Flash, and I hated the idea of DC taking the title and giving it back to Barry Allen (granted, Wally is still A Flash, but still...). As you can tell from my last two designs, I enjoy the concepts of heroes growing older and eventually passing the title on to thier partner. But in the 80's/early 90's, Wally was the perfect fit for the Flash and did the job perfectly. "The Flash: The Return of Barry Allen" was a fantastic story and not only explained why Wally should be the Flash, but how he earned the title. And remember: Wally's Flash was the one that was chosen for JLU for a reason. Because he is simply the best. Also, I made sure to bring back Wally's 90s costume because...well...its badass. Though I did play with the colors a little to give it its own identity, and to make the logo a more established shield then simply an iron on logo."

I've never been a big fan of the Flash, but I really like your backstory for Wally, he's also my favorite speedster. There was only a few little inconsistencies like Bart being Wally's "cousin". How is that possible when he is from the 31st century? Also, I didn't understand how old Barry was compared to Wally before the time travel.
The story of how Wally got his powers was a bit too... weak. I just don't understand how someone can get struck by lightning when they're inside a building. This point of your origin story could be reworked.
Prof Zoom's story and Wally's travel to the future were however excellent. I kind of like that you make him come from the 31st century instead of the 25tht. It creates potential for some Flash/Legion of Superheroes/Supergirl (does she still travel to the future in your reboot?) crossovers.
Last question (out of curiosity): why rename Jai into Barry?

When I wrote this, my girlfriend at the time was the biggest Flash fan there ever was, and it rubbed off on me. However, since we broke up, I really lost my love for the character by default. These days, I am so-so about Flash, but my favorite character will always be Green Arrow.
Actually, Wally's origin was taken directly from the original source. He was practically in the same spot Barry was in when he became the Flash, and thus, bang. New Flash.
Since Supergirl isn't even aware of her own origins, I think I am going to keep her present-day-bound for the meantime. THough, there is my Legion of the 21st Century design, so there could be a few crossovers here and there.
Barry into Jai was simple: I always thought "Barry" and "Iris" should go together, no matter what way. In all due respect to Linda, is Wally is having kids, he's going to name them after his heroes.

I know. I actually never really liked how Barry and Wally acquired their powers. It's just not realistic enough in my opinion. The point of a reboot should always be to improve on the original (by making it more plausible for example), without losing the spirit (Barry and Wally have been connected to the Speed Force because of a lab accident).

True, especially considering that in the comics both Barry and Iris were gone/dead/whatever while Jay Garrick was still well and alive when Wally and Linda named their kids Jai and Iris.
