Description
In Mega Man X: Command Mission, the Rebellion Army takes over Giga City. I wonder why this guy never moved his lips if he was a cutscene-only character. Also, he was shown to have legs on his concept art. Weird.

I suppose Aile had plenty of time to get someone to repair him after he got destroyed, but since he was just a bounty hunter nobody actually wanted to do that so he just got this temporary form. He became Chief R's friend at some point, so the only reasonable hypothesis is that he WAS going to get repaired eventually, but the Rebellion incident happened and he never got fully restored to his original state.
