*Many people asked for an anime screen shot tutorial so I wanted to share this again ^^
It's finally done! As you can tell, I had to add some of my humor in there otherwise this was just a boring ' step one, blah blah blah ' guide.
I need some rest now, if you have specific questions, please ask them in the comments and I'll try to answer them to the best of my abilities.

how can you get the specific fitting anime cell shading color pallet for the fake screenshot? I can never see to get the right shading colors for fake anime screenshots and qll

I'd recommend making a palette using the eye dropper tool to get the effect. I actually use ton of overlays and effects to get it to look the color I'd like in the end

I make a new layer then use the rectangle tool (it's dotted) and make a rectangle on top and fill it in with black. I do the same for the bottom .

Most photoshop versions will have that blur effect which is the main reason I use it.
It is stated in the very first box that I use CS6.

Ah, missed that, wasn't as obvious as it was in the middle with a dull tone. I would use the Luminous Mode for the highlights though, as it looks more 'sparkly' and more neat XD

Ah people do things differently! I don't use overlay or luminous for highlights for screen shots

Neat! I've been wondering about how people do this for a while now.
But most of all - HOW DID YOU GET THAT CROSS CURSOR??? Or is that screenie from Photoshop? Because if it's from SAI... no matter what I try I've never been able to find a way to get a cursor that isn't either the default arrow or a 1-pixel dot.
