I mean... yeah the weight is distributed in a way that she wouldn't be too cumbersome and she's still a kid, but the snake half of her body is solid muscle.

You need to read the entirety of Modest Medusa. In short, in the comic's canon gorgons are in fact young hydras. As they age they lose their human features an look more like a multi-headed snake.

Well, it's a classic nature vs. nurture argument. My guess would be that when Modest grows up she will indeed lose her humanity, but retain enough of it to not be amoral like most hydras.
Who knows for sure though.

Hydras are all snake. ^^ Gorgons still have a humanoid component.
