Oh, this is beautiful! Love the lighting on his lower legs. The solid black body with highlight line. The green line of the necklace. Her hair. His face. The nose and eyes. Lovely. What is this? Pencil and ink? Chinagraph with watercolour ink? It's colour toned in PS, right?

Thanks, man! It's mostly 4b pencil with some powdered graphite on Rives BFK, except for the silhouette of the girl and hair. That's ink and black prismacolor on Arches cold press. And yeah, ALL of the color is photoshop.

No, the color goes under the lines. I don't use filters, but I usually drop an overlay layer or two on top of my color. I scan textures out of powdered graphite and ink wash for the overlays.
