Also fun fact: He doesnt really need to use the wheels except when traveling long distances. Unlike his friend Peppermint he can use his hind legs. His parents dont want him to get hurt so do press the fact that if hes going to be on his legs for a long period of time he should use them.

But if he uses the wheels all of the time, his legs won't strengthen at all...

I didnt explain to well why he even uses them in the description.
His hind legs are shorter than his front therefore walking is hard and they are already weak. In time they will lengthen out with his body and he can then learn how to walk properly. He uses the wheels so he doesnt hurt himself by accident but he doesnt really need them.
Around the house he doesnt wear them and if he does to walk around the block or something its fine. But for school and taking trips into town his parents insist he uses them(seeing as if he collapses / falls / gets hurt they cant help him like they do at home) He doesnt mind to much either because it makes his friend Peppermint (Linkies kitistraza.deviantart.com/art/… ) feel better about having to use crutches (unlike him though she will always need them)

Yep. Another episode that deals with earth pony disability. Now this would be a great apple jack episode showing that just because your legs are broken, doesn't mean you need help all the time.
