Yay, my first tutorial. Please don't bite my head off if I've got it wrong in some way, or if I haven't explained it well.I'll be happy to answer any questions you have about this - if I've not explained something well enough, just send me a note, and I'll try and go into more detail.
I've used Photoshop Elements to make this, so if it's different to yours in any way, then sorry. I hope you figure it out.

Well, for this eye manip, I used the dodge tool and set the exposure to 100, so it's quite bright, but in the parts of the picture where it's darker, it doesn't show up so much.
And remember to keep practising - it really helps.
