a loop is attached round the neck and the tail, the saddle rests on top and the rest is attached to a chest plate beneath

It has hollow bones like a bird so its lighter than you think

Still, the charizard does look rather tail-heavy. If you may recall, bipedal creatures have to contend with frontal balance more than do quadrupeds because their weight-balance is centered above two legs instead of displaced between four limbs. It's nice to know that this concept of a charizard has hollow bones, but it still appears unbalanced. I would suggest either decreasing the bulk of the tail from the pubis back or increasing its frontal bulk.
That pubic bone is also bothering me - it seems like it's too far back to be a proportionate part of the hip, and it looks rather awkward at such an angle. In conjunction with the previous suggestions, It might also be possible to even the balance by making it more pronounced and closer to the hip at a steeper angle.
Who knows? It could very well be the shape of the legs that is throwing me off since they appear more too straight for the digitigrade legs of a therapod-based frame.

wow... detailed. There is a lot of truth in what your saying, and ill remind you this is a very old pic, the first concept design for the modelers, it would have gone through many changes in later designs. The pubic bone is too far back i admit that, the modeler in question did actually ask me to put it in this pose, not sure why but yer. As for the tail i do get what you mean, my only query is that due to the size of the wings and where they rest, couldn't it be said that they hold the correct weight for decent counter balance?

True. again, it doesn't look like there's a whole lot of mass in the wings, but that might also be a factor.
