Shouldn't Bagan be the leader, after all he is Godzilla's strongest enemy and he can easily make King Ghidorah his Bitch and Monster X/Kaiser Ghidorah can follow up as his Second in Command since he's the Big G's #2 enemy

Nope. In this universe, Bagan's basically Ghidorah's most powerful son. Also, Ghidorah in this is more based on Grand King Ghidorah in terms of appearance and power-level (as in REALLY powerful).

Um, last time I checked, we never saw Bagan outside of Super Godzilla and in that one, he was created from King Ghidorah's DNA. If anything, he NEEDED Ghidorah's power to even exist in the first place.
