Yes, until he tries anything close quarters and gets horrible acid burns just from touching Hedorah . Besides, he can't reflect a geyser of toxic waste, its not energy based. Just putting it in perspective there.

So they basically are unable to really hurt each other. Hedorah gets hit, reforms. Ceasar reflects beams away from him and hardly feels the acid from Hedorah's body. Conclusion: Stalemate. The only way I could think of King Ceasar out right beating Hedorah is if he reflected the sun like a magnifying glass and evaporated Hedorah. Since thats the only real way you can kill him besides utter disintegration.

no ceasar could reflect the sun hardning hedorah's body so its shatterble and then he would do a drop kick right of hedorah killing the smog monster
