#2 your core shadows
#2.5 a layer for pallet choices and a previously colored picture help alot... if not screen captures are nice to get a color range off of.
#3 your Flat Color
#4 this is what it will look like when you have it all together.

If there is anything you wish for me to explain please ask and I'll do my best to explain what I did.

Each layer is shown separately so you can see the individual bits and pieces that are hard to spot otherwise.
