Description I made a tutorial...sort of...bad hand writing LOL if you cant read gomen...fgjhfghkkh you can ask me questions, I'll try to reply O<-< 
but yeah...I worked...2 ish hours on this and hopefully its a bit useful.

-edit 2- put some actual font..so you can read lol;; but i only put it where the paragraph was short sorry;; 
-edit 10000000- I FINALLY MANAGED TO MAKE IT LOOK NICE-- okay there's actual text font and a nice resolution

How did you get the brush settings Fuzystatic and Stringy_M? They didn't come with my SAI. Are they some sort of extra set? :3

Really? They should have come with any paint tool sai. >< I'm pretty sure the actual set has those tools. I've used two free versions of sai and they both had the same tool settings, but one had extra brushes so...I'm not sure about your's? You should try getting a different version because those brushes are so handy ;v; Or you can make your own. ^^

Oooohhh, the last steps are new to me! I'm one of those who often make the mistake of drawing clouds as white blobs LOL Adding shades on the sky as well is a really handy technique to create depth...

Ahh my phone won't let m zoom in to read the red writing talking about the clouds. -.-;. Anyway I'm glad people put tutorials up for this kinda stuff. I don't have paint tool sai (yet) but I like to learn for the future and mostly try to learn this stuff from watching speedpaints. Ooooh rambling...
Anyway again, I have probably dumb questions but what's clipping a layer? Is that adding it to a folder? And what's overlay and gradient? And are the folders for organizing stuff like one folder for all skin layers "Skin folder" and all that? Thanks for making the tutorial again!

I'm sorry. ;__; I can't make it bigger because-- it would technically still just fit the size of the phone screen (at least when I'm on my iphone it restricts certain sizes--)

but yeah, it honestly doesn't just pertain to paint tool sai! If you know the basics of like using photoshop, you can pretty much use this tutorial for photoshop too. Technique vs the drawing program's tools. 
I learned how to color skies in my traditional work from digital. Haha. 

Ahh it's better if I start off with an example. So let's say you fill in the hair with bucket tool on one layer. If you make a new layer on top of that layer you just filled in, and use the clipping group button, it clips that layer to the one you just filled in. What does it do? Well, if you start drawing on the layer that's clipped, it'll only draw/color within the hair. It's like if you preserve the opacity of the filled in hair layer. It restricts you from going outside the hair areas. It's good for shading, because you don't want to color out of the lines and it's just annoying when it comes to blending. 
Overlay is a type of layer. Let's say you used a light blue to color hair. If you make a new layer, clip it, then set it to overlay, and use black over the hair, it'll actually turn a dark blue, rather than that black. Pretend you have two transparent films, one is blue and the other is red. When you overlap them, they make a purple. So overlay kind of works in that way. If you color a whole picture in blue on overlay, the colors underneath with shift to a bluer tone. 
Gradient is just a normal art term. It's when a color gradually shifts to a different color, or there's a value shift. So like, if you have blue at one end and red at the other end, the middle is going to be purple. but it's a smooth transition. You have to blend them all together nicely to get a good gradient. A sky is a good example for both color gradient and value gradient. Look at a sunset for example. It goes from blue---> purplish---> orange ---> yellow. The sky is a smooth gradient. Now on a normal blue sky day, the sky is usually the darkest/most vibrant blue at the top if you look at a picture. and as it gradually goes down to the ground, it turns a lighter blue. That's an example of a value gradient. It's like when you shade with a pencil. It goes from dark to light vice versa. 

I hope I made some sense;; It's not easy for me to explain vs visually showing it to people.

No don't worry! This was great! I'm glad you answered and its making sense to me. Clipping makes it color in only the one spot, overlay helps it blend, and gradient's that gradual shift between two colors. Yeah I get it now. My samsung sometimes lets me zoom in but this one it wouldnt but it's fine, so don't worry! I've actually started using ibispaintx to do coloring on my phone. I've done some of this stuff like using the airbrush for shading but it definitely doesnt have everything like the overlay. But it still pretty nice.

Well, I'll thank you by giving a little tip. You should try Black Ink. It's an amazing painting/brush editing program, you can try it for a rather long moment, and it's on Steam (with -62%, which is pretty nice since it costs a lot of money, but well, it's worth it.)

Oh the binary tool? yep I have! I just prefer the pen tool because it leaves a nice faded look. c:

there are some artist who only use the marker tool for the background
idk how that works but oh well

Ah for forest backgrounds I only use the marker tool. 
The marker tool is actually really good for painting backgrounds. A lot of artists use it because it can be both smooth and dark~ And it doesn't blend like crazy
