No, you can. What you cannot do is post the blank lineart, but if you colour it in and leave the watermark there, then you can post the adopt wherever you want.

...try it like this:
- Right click directly on the image
- Save image as (Sorry, mine's in italian, I don't know what your translation would be)
- Save the image somewhere on the desktop or a folder
- Open Paint
- File > Open
- Choose saved file
