is there a photoshop i should use or something do i have to buy it or is it a online use thing

Photoshop is very expensive
You have to buy it from the adobe website.

when i got my tablet it said i get a free app called windows elements 11 from the windows app store but i will have to wait for now since i have a computer virous that makes me unable to download and open files with out paying 109 dolars for a download from the internet "free"

When you get it fixed out I suggest getting programs called "Paint Tool SAI" and "RealWorld Paint". The English version of the former is free and the latter is completely open source. For drawing use SAI, for things you would generally do in Photoshop use RealWorld. Photoshop costs about $900 or comes with a subscription for the CC version which is why you shouldn't invest in it unless you're really serious about photo editing, which it is best for.

Try to uninstall the software that came with the virus. Next time, be sure to have Norton on your computer to scan if it has a virus. It will automatically remove the software, and stop the download/installation

I use a lot, I'll admit. Here's a list of the ones I use the most often:
Filters > Distorts > Video
Filters > Enhance > Sharpen
Filters > Enhance > Unsharp Mask (goes best with the previous glitch)
Filters > Blur > Pixelize
