Sai doesn't really have filters like these.... I'd imagine you could do it though, if you drew the 'glitches' manually.

Sai doesn't have filters that photoshop has, so no D: You could draw all of the glitches manually though, that's the only way I can think of.

You can't do this tutorial in Paint Tool Sai because Sai doesn't have the filters or adjustments in order to create the 'glitch' affect. If you want to have the glitch affect, you'll have to draw it yourself.

well i can take the saleck tool. make little boxes and stuff like in the tattorial and maybe just flip the boxs or draw it metalic blue. just something like that.
